Teensy uses its own USB programming application which the Arduino IDE will automatically launch for you.

The Teensy doesn’t not appear as a serial port in Windows device manager.

When you have it setup and working correctly, it just works. Although its little program loader app that opens tells you to press the button on the Teensy to cause it to program, actually the Arduino software (V2.1.0) triggers it to happen automatically, there’s no need to press the button.
